What the rule says
Through the end of 2026, city-owned garages, lots, and meters are free Thursdays 5:00pm–2:00am (some exclusions). City Tower Garage is also free Sundays 7am-midnight. Hybrid/EV placard vehicles park free at downtown street meters but must still obey the time limit. Enforcement: City facilities. Rate: Free during promo windows. Limit: Still applies for EV/hybrid street meters.
